Satisfaction of the addressee of services consists not only of an estimation of the result of a service, but of an estimation of the procedure of interaction as well. That is why it is necessary to mark out both service characteristics and service parameters.It is necessary to distinguish such a concept as the “availability of service” which means an actual possibility of consumers to apply for service granting. Thus, if the discrepancy to quality and service indicators leads to smaller satisfaction of service consumers, the discrepancy to availability indicators leads to the reduction of a quantity of these consumers.For an estimation of a quality of administrative services it is necessary to define the criteria, on which such estimation can be carried out, notably the indicators by which it is possible to define the level of the satisfaction of the requirements and interests of consumers and other interested parties by service granting, as well as the professional activities of the officials, authorized to render this service.An establishment of accurate criteria of an estimation of the quality of services and the definition on their basis the quality standards is an indispensable condition of the qualitative development of the sphere of public services, the best way of ensuring of the rights and legitimate interests of consumers of services. It should promote the minimization of the expenses of an interaction, concerning granting of services between their addressees – physical both legal bodies – and the authorities, authorized to give them.The standard of administrative service is a standard (model) which includes the systematized complex of accurately designated requirements to the actions and documentary maintenance, concerning the realization of the rights and freedoms of physical persons and legitimate requirements of legal bodies in the sphere of public administration competence, expressed in the corresponding standard legal certificate. Unlike the standards of services, which are developed for each type of services, the service standard (service granting) contains the requirements to the general procedure of an interaction of the body, authorized to render service for the addressees of this service.У статті розглядаються питання, пов’язані з аналізом та визначенням основних термінів у сфері стандартизації адміністративних послуг.
